therefore, that a clause should be inserted, providing that

nothing in the Ordinance shall authorise the construction

of any works within or affecting the approaches to the area

shown as the Man of War Anchorage on the plan referred to in

the Naval and Military Works Ordinance, 1906, or interfering

with any anchorage intended for the use of H.M. Ships or

Fleet Auxiliaries, without the previous consent of the Lords

Commissioners of the Admiralty.

3. My Lords presume that the provision in Section 5,

enabling any vessel which has caused damage to any works to

be detained, would not be applicable to vessels owned by the

Crown, having regard to the provision in Section 12 of the

Bill.

A copy of this letter has been sent to the Board

of Trade.
